Summary: Recommends two new protected grounds for gender identity and DSD status. Near blanket removal of exceptions for single-sex spaces. Says sex shouldn’t be defined, and gives a circular definition of gender identity which includes the term gender identity.
Status: Active, published September 2025 and referred to government.
Guiding principles to support the inclusion of transgender people in community sports | Sports NZ | December 2022
Summary: trans people must be allowed on teams, in changing rooms and bunk rooms according to the gender they identify with. People who complain should be re-educated.
Status: Removed in July 2025 on instruction of the government who has said Sport NZ should not be involved in publishing guidelines relating to gender in sport.

Summary: Distinguishes between sex and gender, says gender is a person’s internal sense of their gender, and that humans can change sex during their life time. Promotes the gender by default approach used in the 2023 NZ census.

Guidelines for Gender Affirming Healthcare (2018 - New Zealand) | Oliphant et al
Summary: Endorsed by PATHA, supports and extends the WPATH Standards of Care. Roundly debunked as suitable for practice in University of York systematic review.
Status: Active. PATHA has updated the guidelines but the government has decided not to release them until making a decision about puberty blockers.
